Roger Lee, a three-term city councilor seeking a fourth term, was a member of that committee and said Wednesday it is essentially defunct. The city stopped paying dues to ICLEI in 2010, but the organization?s website still lists Belfast as a member.
Hal Shurtleff of Boston, a regional field director of the John Birch Society who was among the protesters, said he concluded that Belfast was a member by reviewing ICLEI?s website. Wednesday?s protest was still valid, he said after the banners were taken down, because ICLEI is part of a larger effort to limit personal freedom.
?ICLEI is one tentacle? of other, larger efforts to impose limits on personal freedom, he said.
Two women holding the banners joined Shurtleff in denouncing ICLEI, saying the organization wanted to prevent people from purchasing certain kinds of vehicles and ending single residences because of their impact on climate change. Shurtleff said climate change was a myth.
Shurtleff is scheduled to present information about Agenda 21 at 7 p.m. Wednesday, Nov. 7, at the Belfast Free Library.
City officials contacted ICLEI Wednesday to ask that Belfast be removed from the list of members.
Lee expressed dismay that ICLEI was cast as a villain.
?They?re a perfectly fine organization. They?re assisting municipalities all over the world,? he said.
Membership allowed the committee to receive software to estimate how energy use might be cut in municipal buildings. Committee members also were able to attend regional meetings to learn what other towns and cities were doing on the energy-efficiency front, Lee said.
?It?s pretty small-scale stuff,? he said. ICLEI does have ?a particular regimen they want you to follow. Our committee never did that.?
The city has improved energy efficiency at City Hall, and plans to do the same at the police station, the Belfast Free Library and the Boat House, Lee said.
A handout given to pedestrians on Wednesday featuring Shurtleff?s photo and biography noted that ? Agenda 21 will require a profound reorientation of all human society, unlike anything the world has ever experienced.?
During the protest, Shurtleff said planning and environmental initiatives conflicted with the personal liberty protections of the U.S. Constitution.
Lee remained perplexed.

Q&A: What will candidates do on college costs? | The Daily Caller
President Barack Obama has rallied college students at dozens of campuses, touted his record on student aid and needled Republican challenger Mitt Romney for advising students to ?borrow money if you have to from your parents.? Romney counters that despite the flood of federal financial aid unleashed during Obama?s term, college costs and student debt have only grown.
The debate over rising college tuition is a microcosm of the broader debate over the economy: Obama argues he?s taken bold steps that minimized the damage of a deep recession and will build for the future. Romney says the president?s big-government interventions have backfired, and more private-sector solutions are needed.
Here are some questions ? and answers ? about the complicated landscape of college costs and the presidential campaign.
Q. What?s happened to college costs under Obama?
A. They?ve gone up ? a lot, at least at four-year schools. Since the 2008-2009 academic year in which he took office, the average public four-year college has increased its tuition list price 26 percent (beyond overall inflation). That?s an increase of about $1,800, to $8,655, according to figures released Wednesday by the College Board. However, costs have been going up since long before Obama took office, and his term coincided with unprecedented college funding cuts by the states, which are spending 26 percent less per student on higher education than five years ago.
Largely because of a massive increase in federal aid under Obama, the net price ? what the average student pays after accounting for grants and tax credits ? has gone up considerably less than the sticker price. The net price is $2,910 this year, or $570 more than the year he took office. At community colleges, aid covers on average all costs.
Q. Can either candidate do anything about the increasing prices colleges are charging?
A. Both say they?ll try. Obama has proposed a $1 billion ?Race to the Top?-style contest to reward states for reforms, and said he could cut off aid to colleges that don?t take steps to improve productivity. He?s called for working with the states to cut tuition inflation in half within 10 years. A Romney campaign paper says Washington will no longer write a ?blank check to universities to reward their tuition increases? and to support schools pursuing new models to drive down costs.
But the debate mostly concerns the enormous mix of federal aid programs for students, which will disburse about $175 billion this year in the form of grants and loans.
Q. What?s Obama?s record on student aid?
A. Obama can rightly claim he?s transformed the federal financial aid system. Partly that means more money ? Washington is on track to disburse almost $50 billion more this year than in 2008-2009. Spending on Pell Grants for low-income students has nearly doubled to about $35 billion, supporting about 10 million students, up from 6 million when he took office, and he successfully pushed Congress to postpone a scheduled doubling of the interest rate on subsidized Stafford loans.
But he?s also made structural changes. Obama stopped subsidizing banks to make student loans, and now almost all student loans come directly from the government. Much of the estimated $60 billion in savings over 10 years is channeled back into other student aid programs. A new income-based repayment program caps loan repayments for 1.1 million recent borrowers at 15 percent of discretionary income and forgives their debts after 25 years. The program will soon become a 10 percent cap and forgiveness after 20 years.
Romney says the increased aid from Washington is driving up prices, arguing in a campaign position paper the president ?returns over and over again to the old liberal playbook that has driven up tuition rates for decades.?
Q. What did Romney do about college costs as governor of Massachusetts?
A. Romney has touted the John and Abigail Adams scholarship that started when he was governor, offering top Massachusetts public high school students free tuition at state universities. A recent Harvard study argues the program steered students to colleges where they were less likely to graduate, and may have confused recipients by promising ?free tuition? but not covering mandatory fees, which are much higher than tuition at Massachusetts colleges. The report found the award is much less than similar state scholarships in places like Georgia and California.
Q. What would Romney do as president?
A. He?s pledged to reverse Obama?s ?nationalization? of the federal student loan market and return private lenders to the process. He wants to consolidate what he calls ?duplicative? student aid programs but hasn?t specified which ones.
Romney education adviser Phil Handy, in a recent debate with an Obama counterpart, called the income-based repayment program a ?creeping entitlement? but the campaign has not said publicly whether or how he would reform it. (A recent New America Foundation calls for reforms to the program so its benefits will be less weighted to higher earners).
Q. What about tax credits?
A. Obama wants to extend the American Opportunity Tax Credit, which provides about 10 million families a tax refund of up to $2,500 for tuition, fees and course materials. Romney?s tax plan would allow that credit to expire and revert to the old HOPE tax credit, which is less generous to students and less expensive for the government. Unlike HOPE, the AOTC is partly refundable, meaning low-income students can benefit even if they don?t owe taxes.
Some education finance experts have criticized the AOTC, arguing other programs channel benefits more effectively to the neediest students. Obama campaign policy director James Kvaal counters it?s important to help middle-class families afford college as well as the low-income students who use Pell Grants.
Q. What is the problem with Pell Grant funding and what will the candidates do about it?
A. Pell is the main college aid program for low-income students. The awards are given on a sliding scale, and only about one-third of recipients receive the maximum (currently $5,550). Typically those who get the maximum are the very poorest students (more than 90 percent come from families earning under $30,000).
Congress has essentially laid out a schedule of Pell awards where the maximum rises to $6,030 in coming years, but hasn?t provided full funding for that commitment. There?s a shortfall averaging roughly $8 billion annually starting in 2014. Obama?s latest budget proposal calls for filling the immediate shortfall, partly through redirected savings, and working with Congress on a long-term fix. But he doesn?t propose tightening eligibility requirements.
Romney said during the second debate he wants to keep Pell ?growing.? But a Romney campaign paper calls for ?refocusing? Pell on the neediest to preserve its financial viability. Handy, the Romney education adviser, said Pell Grants need to be ?radically fixed.?
In short, Romney?s campaign has made it increasingly clear he?s talking about keeping the maximum Pell on track for its scheduled increase, but limiting eligibility or lowering awards for the those who get less than the maximum ? currently about 6.5 million students who typically come from families earning $30,000-$50,000 annually. If Romney ever signed into law the House budget of his running mate, Rep. Paul Ryan of Wisconsin, more than 1 million students could be on track to lose their Pell Grant eligibility over the next decade, according to an analysis by The Education Trust, a non-partisan Washington, D.C.-based policy and advocacy group.
Q. How do the candidates differ on student loans?
A. When Obama took office, two federal loan systems existed side-by-side ? one offering direct loans from the government, the other subsidizing a kind of federal loan provided by private lenders. Obama ended the second system and moved entirely to direct lending.
Romney?s campaign says the decision ?moved a trillion-dollar obligation? to the federal balance sheet and is proving more expensive than expected, citing a Barclays research report that estimates costs of direct lending have been underestimated by $225 billion between now and 2020. Even accounting for the $60 billion in lender subsidies Obama has eliminated, Romney contends returning to a system that incorporates private lenders would offer taxpayers more efficiency and students better service.
Obama argues the $60 billion previously allocated to paying private lenders was wasted. Kvaal says it?s actually Obama?s direct-lending approach that makes better use of market forces ? instead of getting subsidy checks, the student loan companies now compete for government contracts to service the direct loans, replacing bureaucrats. Jason DeLisle, a former member of Senate Budget Committee?s Republican staff who now directs the Federal Education Budget Project at the New America Foundation, agrees, calling the changes Obama made ?something Bain Capital would come up with? rather than the government takeover Romney describes.
Q. Is Romney right that Obama?s direct lending changes are costing the government and that taxpayers are ?on the hook??
A. The short answers are ?not really? and ?possibly? ? but those are complicated questions.
Romney?s campaign points to figures that the Department of Education borrowed billions more from the Treasury than expected to meet student loan demand, and that those loans are performing worse than expected.
But experts such as Mark Kantrowitz, creator of the website finaid.org and a leading student aid expert, and others say looking at a given year?s cash flow the way Romney?s campaign does isn?t how you tell whether any lender ? whether a bank or the government ? will eventually make or lose money on the loans it?s making.
In fact, it?s impossible to know whether taxpayers will make or lose money over time on the student loans Washington?s now disbursing; that will depend on unpredictable variables like future interest rates, and how many borrowers default or choose the income-based repayment option.
Still, there are accounting methods to estimate the present value of the payments the government will collect on those loans over the coming years. The method the Congressional Budget Office is required by law to use values the $113 billion in direct loans Washington will disburse to students this year at $150 billion ? in other words, an asset worth $37 billion to taxpayers, not a liability. A different valuation method favored by some in Congress and many economists shows direct lending as less profitable, but still in the black and far more profitable than subsidized lending.
True, like any lender, the federal government could be ?on the hook? for big losses if current projections are off and defaults jump. But that would also be true in the old system of government-guaranteed loans. Under current projections, direct lending will make money for taxpayers (though the point of the federal student loan program wasn?t originally to make money; it was to help students attend college).
DeLisle, the former Republican staffer, is more blunt. He calls the Romney campaign?s argument about costs in direct lending ?a totally phony concept meant to bamboozle people into thinking we?re borrowing from China to make these loans and it?s going to take the federal government down.?
Q. Any other differences?
A. The Obama administration has aggressively pushed to regulate for-profit colleges, which receive billions in taxpayer-funded student aid dollars but have higher default rates and lower completion rates than other types of schools. Romney says those regulations are misguided and will stamp out innovation and student choice.

Gartner also estimates that Chinese PC maker Lenovo Group Ltd. outsold Hewlett-Packard Co. for the first time to become the world's largest seller of PCs. IDC still had HP on top.

Oct. 16: Intel Corp., the world's largest chipmaker, says the usual bounce in sales due to the holiday season is likely to be cut in half this year, even though Microsoft is launching a new operating system that it says will get consumers excited about PCs again. In the quarter that just ended, Intel's revenue from PC chips fell 8 percent from a year ago, in line with reports from IDC and Gartner.
IBM Corp. says revenue slipped below Wall Street's expectations, much of it because of the economic deterioration in Europe and other parts of the world, which resulted in weakened international currencies and translated into fewer dollars on sales made abroad. CEO Rory Read says trends that are reshaping the PC industry are happening faster than the company expected. The job cuts were announced as AMD reported that its revenue tumbled 25 percent in its just-ended quarter.
SanDisk Corp. reports lower net income and revenue for the third quarter as the company sold fewer of its memory chips to gadget makers. But the results surpassed Wall Street's expectations, and SanDisk says it is gaining market share from competitors.

CEO Rich Templeton says the chipmaker executed well in the quarter "even though the economy and semiconductor market remained weak and likely will get weaker in the fourth quarter." Texas Instruments says it expects fourth-quarter earnings of 23 cents to 31 cents per share. That's below the 36 cents per share expected by analysts.
Hard drive maker Western Digital Corp. says first-quarter net income more than doubled from a year ago, helped by the March acquisition of a data storage subsidiary of Hitachi Ltd. CEO John Coyne says a weak economy is "dampening near term demand" but said he remains confident in the company's prospects over the long term.
? Tuesday: Apple refreshes its lineup of Mac computers and introduces a 13-inch MacBook Pro model with a sharper, Retina display. It announces new iMacs for later this year, along with a faster, full-sized iPad tablet and a smaller one called the iPad Mini.
Xerox Corp. says net income fell 12 percent in the third quarter as growth in the company's services business only partly offset declines in the sale of equipment, supplies and related products.

Did bacteria spark evolution of multicellular life?
ScienceDaily (Oct. 23, 2012) ? Bacteria have a bad rap as agents of disease, but scientists are increasingly discovering their many benefits, such as maintaining a healthy gut.
A new study now suggests that bacteria may also have helped kick off one of the key events in evolution: the leap from one-celled organisms to many-celled organisms, a development that eventually led to all animals, including humans.
Published this month in the inaugural edition of the new online journal eLife, the study by University of California, Berkeley, and Harvard Medical School scientists involves choanoflagellates (aka "choanos"), the closest living relatives of animals. These microscopic, one-celled organisms sport a long tail or flagellum, tentacles for grabbing food and are members of the ocean's plankton community. As our closest living relative, choanos offer critical insights into the biology of their last common ancestor with animals, a unicellular or colonial organism that lived and died over 650 million years ago.
"Choanoflagellates evolved not long before the origin of animals and may help reveal how animals first evolved," said senior author Nicole King, UC Berkeley associate professor of molecular and cell biology.
Since first starting to study choanoflagellates as a post-doc, King has been trying to figure out why some choanoflagellates live their lives as single cells, while others form colonies. After years of dead ends, King and undergraduate researcher Richard Zuzow discovered accidentally that a previously unknown species of bacteria stimulates one choanoflagellate, Salpingoeca rosetta, to form colonies. Because bacteria were abundant in the oceans when animals first evolved, the finding that bacteria influence choano colony formation means it is plausible that bacteria also helped to stimulate multicellularity in the ancestors of animals.
"I would be surprised if bacteria did not influence animal origins, since most animals rely on signals from bacteria for some part of their biology," King said. "The interaction between bacteria and choanos that we discovered is interesting for evolutionary reasons, for understanding how bacteria interact with other organisms in the oceans, and potentially for discovering mechanisms by which our commensal bacteria are signaling to us."
No one is sure why choanoflagellates form colonies, said one of the study's lead authors, UC Berkeley post-doctoral fellow Rosanna Alegado. It may be an effective way of exploiting an abundant food source: instead of individual choanoflagellates rocketing around in search of bacteria to eat, they can form an efficient bacteria-eating "Death Star" that sits in the middle of its food source and chows down.
Whatever the reasons, colonies of unicellular organisms may have led the way to more permanent multicellular conglomerations, and eventually organisms composed of different cell types specialized for specific functions.
Sequencing the choanoflagellate genome
King's 12-year search for the trigger of choanoflagellate colony development was reignited in 2005 when she started to prime cultures of the choanoflagellate S. rosetta for a genome sequencing project. The sequencing of another choanoflagellate, the one-celled Monosiga brevicollis, gave some clues into animal origins, but she needed to compare its genome to that of a colony-forming choanoflagellate.
Surprisingly, when Zuzow tried to isolate the colony-forming choanoflagellate by adding antibiotics to the culture dish to kill off residual bacteria, strange things happened, said King.
"When he treated the culture with one cocktail of antibiotics, he saw a bloom of rosette colony formation," she said, referring to the rose petal-shaped colonies that were floating in the culture media. "When he treated with a different cocktail of antibiotics, that got rid of colony formation altogether."
That "rather mundane but serendipitous observation" led Zuzow and Alegado to investigate further and discover that only one specific bacterial species in the culture was stimulating colony formation. When other bacteria outnumbered it, or when antibiotics wiped it out, colony formation stopped. Alegado identified the colony-inducing bacteria as the new species, Algoriphagus machipongonensis. While she found that other bacteria in the Algoriphagus genus can also stimulate colony formation, other bacteria like E. coli, common in the human gut, cannot.
Working with Jon Clardy of Harvard Medical School, a natural products chemist, the two labs identified a molecule -- a fatty acid combined with a lipid that they called RIF-1 -- that sits on the surface of bacteria and is the colony development cue produced by the bacteria.
"This molecule may be betraying the presence of bacteria," Alegado said. "Bacteria just sit around blebbing off little membrane bubbles, and if one of them has this molecule, the choanoflagellates all of a sudden say, 'Aha, there are some bacteria around here.'"
The signal sets off a predetermined program in the choanoflagellate that leads to cell division and the development of rosettes, she said. The molecule RIF-1 is remarkably potent; choanos detect and respond to it at densities that are about one billionth that of the lowest concentration of sugar that humans can taste in water.
"We are investigating this molecule from many sides. How and why do bacteria make it? How do choanoflagellates respond to it, and why?" King said. She and her team also are analyzing the genome of the colony-forming choanoflagellate and the colony-inducing bacteria for clues to their interaction.
King hopes that this unexpected signaling between choanoflagellates and bacteria can yield insights into other ways in which bacteria influence biology, particularly the biology of the gut.
Coauthors with King, Alegado and Clardy are Zuzow, now a graduate student at Stanford University; Laura Brown, now a faculty member at Indiana University; Shugeng Cao and Renee Dermenjian of Harvard Medical School; and Stephen Fairclough of UC Berkeley. Dermenjian is now at Merck.

This is my second week on the job as Girl Scouts of Alaska?s new Chief Executive Officer. I?m excited about the coming year and looking forward to meeting as many of you as possible.
I?m making arrangements to visit many of the communities Girl Scouts of Alaska serves. It?s important that I meet and talk with as many of you as possible about what?s working and what you might like to see improve, so that we can best support you in delivering the Girl Scout Leadership Experience. Stay tuned for more details about where I?ll be visiting and when.

In the meantime, I thought I?d share with you a little bit about myself and why I wanted to be CEO of Girl Scouts of Alaska.
My family called Fairbanks home when I was a teenager. I spent summers working on the first all-women?s fire-fighting crew for the Bureau of Land Management (BLM), interning for Alaska?s congressman, and working on a research project for the Alaska Native Corporations at the University of Alaska?s Institute for Social and Economic Research.
During the academic year I earned a degree in economics at Princeton. Following graduation, I worked in Washington at the Congressional Budget Office and then headed to Harvard Business School where I earned a Masters in Business Administration. While I was in business school, the Rhodes Scholarship opened applications to women. I attended Oxford as Alaska?s first female Rhodes Scholar where I earned a doctorate in economics, writing my thesis about bidding theory and oil and gas lease auctions.
Since then, I have focused on business, working for a management consulting firm, a large bank, and a small mergers and acquisitions firm. Throughout those years, I always volunteered to help children?s after-school programs ? mostly children?s sports and recreation programs ? grow and flourish.
Juliette Gordon Low understood the value of girls participating in sports and recreation. With the help of volunteer Edith Johnston, Girl Scouting?s first basketball tournament took place in Savannah, Georgia in 1912.
I understand what it is to be a volunteer and what it takes to offer successful after-school programs to children. Our girls deserve the very best we can offer and I look forward to working with you to bring an outstanding range of experiences to Alaska?s girls.
I feel privileged to have this opportunity to work with you to make a difference for girls in Alaska. As you know, the programs and services delivered by Girl Scouts wouldn?t be possible without our 1,500 volunteers to serve as mentors, role models, chaperones, and friends to girls.
Just as we always ask the girls what they want in order to keep our programs relevant and interesting to girls, I want to keep an open dialogue with our volunteers, to ensure that you, too, are engaged and have the resources to support the incredible experience of sharing your knowledge and wisdom with girls.
Collectively, volunteers contribute thousands of service hours to Girl Scouts.

Analysis: Most companies won't be early adopters of Windows 8
SEATTLE (Reuters) - There was once a time when the launch of a new Windows operating system was a huge deal for the technology departments in many businesses. Not anymore. Microsoft Corp's release of Windows 8 on Friday is likely to be a non-event for most companies -- and some experts say many may never adopt it.
The system may appear to offer something for everyone: touch-screen functionality for tablet enthusiasts, a slick new interface for the younger set, and multiple versions to make it compatible with traditional desktop PC software.
Many businesses, though, say there is no compelling reason to adopt. Indeed, a large number have yet to make the transition to Windows 7 from Windows XP.
"Windows 8 is, frankly, more of a consumer platform than it is a business platform, so it's not something that makes any sense from a business perspective at this juncture," said Doug Johnson, head of risk management policy at the American Bankers Association, whose members are among the world's biggest technology buyers. "There is really no additional business functionality that Windows 8 gives you that I see."
For most of the past two decades, that sort of comment about a new version of Windows might have set off panic in Microsoft's Redmond, Washington, headquarters. Not now. Windows 8, in a stark reflection of how the technology business is changing, will rise or fall on how it is received in the consumer market.
That doesn't mean Microsoft executives are publicly saying they won't be going after enterprise customers with the radical new version of its flagship product.
"The lines between the consumer and the enterprise are blurring," said Ron Markezich, head of Microsoft's Enterprise & Partner Group. "Business customers are looking forward to Windows 8 because they don't have to compromise between tablet and PC."
But Microsoft's main goal is to show it can master the new touch-optimized, mobile forms of computing pioneered by Apple Inc and Google Inc. Its colorful, action-packed advertising for the system are aimed at a young, free-wheeling audience, and its new Surface tablets are being positioned squarely as consumer devices.
LUKEWARM
Corporate customers have been lukewarm about the product even after test versions have been available for more than a year.
Car maker Volkswagen, which only last year moved 60,000 PCs onto Windows 7, is not planning to make another drastic shift anytime soon.
VW's head of IT, Martin Eickhoff, said his team was "excited to evaluate the new tablet features" but would wait until Windows 8's release to assess its potential benefits.
That's not unusual, as corporations generally test a new system for 12-18 months before planning to adopt it, meaning enterprise take-up of most versions of Windows -- except for the unpopular Vista -- have only usually happened two or three years after launch.
This time even that pattern might not happen.
Michael Silver, an analyst at technology research firm Gartner, expects minimal corporate adoption over the life of the new system: "We believe 90 percent of large organizations will not deploy Windows 8 broadly, and at its peak, we expect about 20 percent of PCs in large organizations will run Windows 8," he said.
WINDOWS RECEDES
This may not be a huge problem for Microsoft.
For one thing, the company gets 40 percent of its overall revenue from multi-year licensing deals with enterprises -- companies, government departments and universities -- which typically give customers rights to the newest version of its software.
Essentially, Microsoft gets paid regardless of what version of Windows many big customers actually use.
And Windows is also declining in financial importance for Microsoft, although the sales of PCs often determine the strength of Microsoft's earnings. Five years ago, it accounted for almost 30 percent of Microsoft's sales. Last year it was 25 percent.
Microsoft's success in selling to businesses, in the short term at least, depends less on Windows than on its Office products and its fast-growing server and tools division.
One institution that has made an early move to Windows 8 is Seton Hall University in New Jersey. The school has already deployed tablets and laptops running pre-release versions of Windows 8 to its freshman and junior classes -- with help from Microsoft, which subsidized the effort with free consulting time.
"The benefit of the upgrade to Windows 8 for me is that it's touch friendly. Lots of the devices that we have in the community could benefit," said Stephen Landry, Seton Hall's chief information officer.
Landry said his students overwhelmingly liked the new system, after a brief training session, but he acknowledged that many of his peers in higher education were not ready to move so fast.
"Talking to a lot of CIOs, they are not ready to jump into Windows 8 with both feet yet. They are taking a wait-and-see attitude. They are thinking 'That's a lot of work, I need to upgrade System Center (Microsoft's IT management platform), I need to have a little different process for managing the back end.' A lot of CIOs I've talked to, they are saying I'm not really seeing a benefit."
Steven Hanna, chief information officer of Kennametal Inc, an industrial parts and tools manufacturer based in Latrobe, Pennsylvania, said his company has only just moved onto Windows 7, and has no plans to introduce Windows 8 broadly in the near future. But he may deploy it selectively for employees who can make use of the touch-screen, such as traveling sales reps.
"The mobility for the sales force, to put all the material and the ability to do basic transactions in their hands, is going to be a phenomenal driver for us," said Hanna. "We're doing some piloting with iPads, but I'm excited to see the Windows stuff come out."
This appears to be the most likely route for Windows 8 into the workplace. But even this will not be simple because Windows 8 is really two operating systems.
The standard Windows 8 for devices with Intel Corp x86 chips will run old Microsoft applications and generally fit seamlessly into companies' networks and security systems, just like any Windows PC. But Windows RT, the version for devices powered by ARM Holdings chips -- such as Microsoft's new Surface tablet -- will not run legacy applications and require more work to integrate.
MOVING FROM XP
Even as it launches Windows 8, a key priority for Microsoft is to get customers off the decade-old Windows XP -- which still runs on 41 percent of the world's 1.5 billion PCs. For the last three years, it has urged enterprise customers to move to Windows 7, and it has said it does not expect organizations to drop those plans because of Windows 8.
That effectively means many companies will downgrade new PCs to run on Windows 7, not 8, over the next few years.
But if people start bringing Microsoft's new Surface tablet to work, or any of the other new Windows 8 devices, Microsoft is hoping corporate IT managers will welcome them with open arms.
"Some organizations, when they look at Windows 8 Intel tablets, they are going to like them because they are manageable," said Michael Cherry, an analyst at Directions on Microsoft, an independent consultancy that helps customers understand the company. "When they look at RT they are going to be disappointed, because it's no easier to manage than an iPad."

NJ mom denies hitting boy she says bullied girl
TOMS RIVER, N.J. (AP) ? A New Jersey woman who says her 9-year-old daughter was bullied took matters into her own hands and confronted one of the students she says harassed the girl. Now, the mother is facing assault charges, even though she denied touching or hitting anyone.
Rebecca Sardoni and her mother boarded a school bus Friday morning bound for East Dover Elementary School, looking for a boy they claimed had been bullying her daughter on the bus.
From that point, there are conflicting versions of what happened next.
Several students on the bus said Rebecca Sardoni then cursed at the boy and slapped him and a boy seated next to him while her mother yelled at the two boys, Toms River Police Chief Michael G. Mastronardy told The Asbury Park Press.
Rebecca Sardoni, 28, of Toms River, and her mother, 51-year-old Stephanie Sardoni, of Beachwood, were arrested Friday and released on summonses. Rebecca Sardoni is charged with simple assault, criminal trespass and making terroristic threats. Stephanie Sardoni is charged with criminal trespass.
Rebecca Sardoni told The Associated Press on Sunday that she regretted boarding the bus, but she denied touching or hitting anyone.
"I was upset. I wasn't crazy woman upset," she said. "I don't put my hands on my own kids. I would have never put my hands on anyone's kid."
Sardoni said her daughter is upset and nervous about going to school Monday. She said she's considering sending her daughter to a new school but knows for sure that the girl won't be taking the bus anymore.
"It's crazy that this got blown into me doing something wrong ? me and my family ? when this is my daughter that is the victim," Sardoni told the AP.
Sardoni said she took matters into her own hands after school officials ignored complaints that her daughter, who is also in fourth-grade, had been verbally and physically bullied by four students. She said her mother merely stood at the front of the bus with the driver.
School officials couldn't be reached Sunday by the AP.
The boys were treated by nurses from Toms River Regional Schools for cuts to their mouths. One of the boys was taken by his parents to a local hospital for treatment of a neck injury, Mastronardy said.
The stepfather of one of the boys ? who have not been named because of their ages ? told the newspaper his stepson had a cut on his lip after Rebecca Sardoni slammed his head against the bus window.

That having been said, I am sure there are some people who might find it strange that I use the word inspiring for an artist who makes his art from smashing antique vases and pointing his middle finger at landmarks, especially Tiananmen Square.(By the way, does anybody know if there are any photos of his middle finger in front of Yankee Stadium?) I think both are symbolic of how nothing is sacred, especially the Chinese government who he is in a running battle with to gain transparency into the inner workings of its bureaucracy. After they shut down his blog, he went on Twitter and distributed his documentaries for free over the internet. His style is definitely confrontational, as somebody says he reminds him of a hooligan, but in a good way.(As Ani DiFranco once sang, being nice is overrated.) Remember, we are all hooligans, right now. Ai Weiwei's activism hit a critical point when he criticized the treatment of the poor during the 2008 Olympics and the response to the Sichuan earthquake which killed several thousand children in faulty construction that has been compared to tofu. As New Yorker magazine correspondent Evan Osnos points out, Ai Weiwei was initially inspired politically by the Iran Contra hearings when he was living in the United States that sought to hold a government responsible but did not work as well as some of us would have liked. So, instead of the fortune his son would inherit, he will have something much more precious to leave him. Now, if I can only figure out if the cat opening the door is supposed to be a metaphor or just darn cute.

How to kill time without staring at your phone

Once upon a time, standing around and waiting involved exactly that: Standing around, waiting, and not doing much else. Today, any free moment is spent facedown in a phone. Stop reading this on your own phone. Right now. Look around. At this moment, you should be the only person, anywhere in sight, not looking at a phone.
But staring at that phone isn't the only way to wait. You can do other stuff. In fact, there are exactly six things you can do instead.
Make eye contact
People used to do this all the time. You could recognize a neighbor or share a moment with an attractive stranger. It can still happen???but you have to be careful. You don't want to be caught staring right at the moment that person looks up from his (or especially her) phone. Wait until the fleeting few seconds when this person looks away from the phone for some reason, then casually lock eyes. Smile! It will seem a lot less weird that way. When you get back online, this kind of encounter is a great thing to put on Craigslist as a Missed Connection.
Talk about the weather
This is a classic. If you're new at it, try some established introductory phrases.
- "This is some rain!"
- "Hot enough for ya?"
- "They say it's gonna turn cold tomorrow!"
For this to work, you'll need a little luck, because you have to find someone else who is also not looking at a phone. Otherwise, there's a data-filled weather app just a tap away. Not to mention that look:?Why are you talking to me, can't you see I'm looking at my phone?
Observe your surroundings
If you look up from your phone for long enough, you can notice amazing things happening all around you. A pigeon pecking at a pizza crust. A man pushing a shopping cart piled higher than his head. A grown woman weeping hysterically. That's real life! And it is stunning. Once you get back on your phone, all of these observations will make excellent tweets.
Find unusual patterns
This one is a bit of a brain teaser. Look over at that odd brick wall, or the hexagonal tile on the floor, or that way the ice cubes collect at the bottom of your glass. Gaze into these shapes. Watch them form new shapes. See the shapes begin to arrange themselves, rotating, and falling into position. So chaotic, yet so organized. You know what? This calls for a quick game of "Tetris."
See what other people are looking at on their phones
This is an endlessly fascinating sociological exercise, and it can also give you fresh ideas about what you could be doing on your own phone. A scouting report from a recent bus ride:
- Shiny gold case. Hot pink case. iPhone 5, no case.
- Cracked white iPhone 4 with an incoming call from "Daddy."
- Bedazzled lady playing "Bedazzled."
- Woman urgently speaking Spanish into a white Nokia with gold trim.
- Girl on an HTC, reading Gawker, followed by "A Farmer's Market, Deep in China."

Ah, October.? A chill is in the air (somewhere I'm sure, it's still in the upper 80s here).? The talk turns?from the beach to?carving pumpkins.? In the Library (or Research Services as we call it), the Librarian's thoughts?focus on Budgets and Desk References.? Desk References are a challenging part of the Budget process.? Not only do you have to account for additions to the firm's Professional Staff, but you have to juggle the differing demands for how?you deliver the product; do you?provide the books in print or ebook format or both?? Which format do you use for ebooks??And then there are?the big questions:? What is a reasonable?price for an electronic book?? Should it be different from a print book?? If so, should?it be higher or lower???Let's focus on the price?questions and leave the format discussion for another day.
I believe the price should be different.? Tina Brown, on MSNBC's Morning Joe this morning,?justified the decision to make Newsweek a digital-only publication by referring to cost of $43 million to print, manufacture and distribute?the publication.? Now, I'm not suggesting that this is the?magnitude of savings?that any publisher going digital will realize but it is indicative that there are substantial?savings that occur when a book is published digitally rather than physically.??And I don't claim to be an expert on the costs inherent in producing books.? However, it seems reasonable to?conclude that the result should be?a decrease in the price reflecting the lower cost to produce and deliver?each unit.? (1) Taking advantage of the ebook demand to increase revenue or (2) trying to chill demand for ebooks to prop up the legacy print business.? If it is (1), they are making a mistake.? Desk References are, for the most part, compilations of the code sections the attorney often refers to in?his/her practice. As such, these are published by multiple vendors which means we have a choice when purchasing these.???Since price is the main driver in these types of products, this will only result in a loss of revenue (and market share).? And, as the Borg said, "Resistance is futile."? Change will continue to occur and it will be this company that will be on the losing end.

MOSCOW (AP) ? Caroline Wozniacki and Samantha Stosur both earned three-set victories on Saturday to reach the final of the Kremlin Cup.
Wozniacki advanced to her third final of the season by beating Sofia Arvidsson of Sweden 6-3, 6-7 (4), 6-4, while Stosur rallied past former No. 1 Ana Ivanovic 2-6, 6-3, 6-2.
Stosur has a 3-2 record against Wozniacki, winning their last two matches.
In a match with 18 breaks of serve, the third-seeded Wozniacki won five consecutive games against Arvidsson to take the first set. Both players then struggled with their serves for the rest of the match.
The 11th-ranked Dane was serving for the match at 6-5 in the second set but was broken. Wozniacki was broken again while serving for the match at 5-3 in the third but finally clinched the victory when the 46th-ranked Swede netted a backhand in the 10th game.
"I was really fighting out there," Wozniacki said. "It's tough on this surface to finish off the point. This surface suits her game much more than mine and she could get lots of balls. Besides, she was playing really good this week. I'm just happy to make it to the final."
Ivanovic won four consecutive games in the first set but Stosur broke in the eighth game of the second to stay in the match. She then made a decisive break in the seventh game of the decider and sealed the victory on her first match point with a backhand down the line.
"In the first set Ana was playing quite well making good first shots in the rally, which forced me to play in defense." Stosur said. "But in the second set I started serving a lot better and played much more accurate on return. I improved my movement and started playing more offensively and with that I managed to reverse and win the match."
Ivanovic took a medical time out at 3-2 down in the third set to have her right hip treated and bandaged. She said she first felt pain in her hip at 2-1 in the second set and "it got gradually worse and it's still sore walking."
"It's really disappointing, but it was quite a good match," Ivanovic said "I was still trying to come in and I just did two more errors here and there. I thought I still had chances in the second set. But she played well and it was a high-quality match."
Later Saturday in the men's semifinals, Malek Jaziri was scheduled to play second-seeded Andreas Seppi of Italy, while Croatian veteran Ivo Karlovic was to play fourth-seeded Brazilian Thomaz Bellucci.
